Troubleshooting

Start with the symptom you can observe. Apply one change at a time, then measure between VUSB and GND again.

SymptomCheckFix
No voltage on VUSB with the board plugged into a USB-C charger or portThe board has no pull-down on CC1. A USB-C charger or port switches VUSB on only when it sees 5.1 kΩ from CC1 to GND.Connect a 5.1 kΩ resistor from CC1 to GND, or connect a USB PD controller to CC1. The board's VUSB maximum is 5 V, so set the PD controller to request 5 V only.
The board does not sit in the breadboardThe two 5-pin headers come unsoldered.Solder the headers on, or wire straight to the pads.
